Head of Pharmacy Departmentt level decisions that affect the medication-use system are made at a rapid pace, often with profound implications for patient care, patient safety, and the health system’s fiscal well-being. The Chief Pharmacist must be properly positioned within an organization to ensure the best utilization of his or her expertise in decision-making that affects the policies, procedures, and systems that support safe, effective, and efficient medication use.
Key duties & Responsibilities
Perform general duties and jurisdictions of the Head of Department in a hospital.
Organize the operation of the department in accordance with the regulations of Circular 22/2011/TT-BYT dated 10/6/2011 of MOH regulating the organization and operation of Pharmacy Department in hospital
Be responsible for all activities in the department as well as professional works relevant to pharmacology at wards and drug store in the hospital
Be a Vice president of Drug and Treatment Committee at hospital, advising the Hospital Director, the Chairman of the Drug and Treatment Committee on the selection of medications used in hospitals; inspect and supervise the prescription and use of medications in order to enhance medication use efficiency and improve treatment quality
Based on the general plan of the hospital, to plan and organize the supply, storage and use of medications and chemicals (preparation, disinfectant).
To organize the import, export, statistics, inventory and reporting; coordinating with the Finance - Accounting Department to make final settlement; monitor and manage funding for medication use to ensure accuracy in accordance with current regulations.
Monitor and inspect medication storage; importing and exporting medications and chemicals (preparation, disinfectant) in order to ensure the quality in accordance with current regulations
Drug information, consulting medication use for healthcare professionals.
Be responsible for taking part in consultation or assigning pharmacists in the department to participate in the consultation as the request of the hospital director.
Manage professional activities of pharmacy store in the hospital
Participate in scientific research, pharmacy professional training for colleagues and healthcare professionals.
Perform other duties as assigned by the Hospital Director
The head of pharmacy department fulfills these responsibilities through his or her own actions, proper delegation to competent individuals on his or her staff, and collaborative efforts with other health care professionals.

Nhiệm vụ & Trách nhiệm chính
Thực hiện nhiệm vụ, quyền hạn chung của Trưởng khoa trong bệnh viện
Tổ chức hoạt động của khoa theo quy định của Thông tư 22/2011/TT-BYT ngày 10/6/2011 của Bộ Y tế Quy định tổ chức và hoạt động của khoa Dược bệnh viện
Chịu trách nhiệm trước Giám đốc bệnh viện về mọi hoạt động của khoa và công tác chuyên môn về dược tại các khoa lâm sàng, nhà thuốc trong bệnh viện
Là Phó Chủ tịch thường trực Hội đồng thuốc và điều trị, tham mưu cho Giám đốc bệnh viện, Chủ tịch Hội đồng thuốc và điều trị về lựa chọn thuốc sử dụng trong bệnh viện; kiểm tra, giám sát việc kê đơn, sử dụng thuốc nhằm tăng cường hiệu quả sử dụng thuốc và nâng cao chất lượng điều trị
Căn cứ vào kế hoạch chung của bệnh viện, lập kế hoạch và tổ chức thực hiện việc cung ứng, bảo quản và sử dụng thuốc, hóa chất (pha chế, sát khuẩn).
Tổ chức thực hiện việc nhập, xuất, thống kê, kiểm kê, báo cáo; phối hợp với phòng Tài chính – kế toán thanh quyết toán; theo dõi, quản lý kinh phí sử dụng thuốc đảm bảo chính xác, theo đúng các quy định hiện hành
Theo dõi, kiểm tra việc bảo quản thuốc; nhập, xuất thuốc, hóa chất (pha chế, sát khuẩn) đảm bảo chất lượng theo đúng quy định hiện hành.
Thông tin, tư vấn, hướng dẫn sử dụng thuốc cho cán bộ y tế
Chịu trách nhiệm tham gia hội chẩn hoặc phân công dược sỹ trong khoa tham gia hội chẩn khi có yêu cầu của Lãnh đạo bệnh viện
Quản lý hoạt động chuyên môn của Nhà thuốc bệnh viện
Tham gia nghiên cứu khoa học, đào tạo chuyên môn dược cho đồng nghiệp và nhân viên y tế
Thực hiện các nhiệm vụ khác khi được Giám đốc bệnh viện giao
Trưởng khoa Dược có thể tự thực hiện các trách nhiệm của mình, ủy nhiệm cho một cá nhân có năng lực phù hợp trong khoa, đồng thời phải cộng tác chặt chẽ với các nhân viên y tế khác.

Qualifications
Appropriate Bachelor Degree in Pharmacy.
Experiences
At least 5 years in private hospitals or clinics and at least 5 years at management position
Excellent working knowledge of:
Pharmacy training and education issues
Supervising and training staff.
Clinical pharmacy, therapeutics and service developments in medicines, prescribing and pharmaceuticals.
Computerization, electronic systems and automation.
Financial control, including contracting, procurement, payment
Change management and change processes.
Risk management and medication safety
Extensive experience of hospital interdisciplinary committees, including chairing and actioning outcomes.
Extensive experience of service management.
Experience leading evidence-based decision-making about drug use, controlling pharmaceutical expenses while maximizing patient benefit through the formulary system.
In-depth knowledge of the pharmaceutical supply chain, clinical therapeutics, and physician prescribing habits, the medication-use process, medication-use policy, and the technology used to deliver and support patient care and about how those issues affect the overall success of the organization.
Understands the relationships between third-party requirements, coding, documentation, billing equations, pricing updates, and organizational resources and can provide quality assurance for all these functions, improving financial performance.
Knowledge and understanding of the role and responsibilities of all grades working in the Hospital Pharmacy.
Knowledge of all aspects of Pharmacy legislation and how legislation applies to professional practice in the hospital environment.
Knowledge of health & safety legislation and other relevant laws, regulations and codes of practice in order to maintain a safe work place for staff.
Extensive supervisory and training experience with both professional & technical grades.
Knowledge and understanding of pharmacy service delivery with specific reference to operational issues including procurement, tendering, people management, computerization, electronic systems and automation.
