JOB SUMMARY
Lead engagement with key healthcare regulators and government stakeholders, including MOH, DOH, VSS, and relevant authorities. Serve as Hoan My’s senior representative in building strategic relationships and strengthening government engagement. Monitor healthcare policies, identify opportunities and risks, and advise the Group CEO and Senior Management Team. Support strategic priorities through constructive regulatory dialogue and policy/regulatory initiatives. Enhance Hoan My’s reputation, positioning, and influence within Vietnam’s healthcare ecosystem.
MAIN RESPONSIBILITIES
Medical Affairs Leadership
- Serve as the primary operational interface between the GCMO and the broader GMO team, hospital CMOs, and clinical service leads across the HMC network.
- Lead the planning, coordination, and execution of medical affairs activities including policy development, clinical standard-setting, and cross-facility clinical governance initiatives.
- Oversee the secretariat function of the Medical Advisory Council (MAC), ensuring structured meeting cadences, action tracking, and follow-through on MAC recommendations.
- Manage the Group-level clinical communications strategy — ensuring that regulatory updates, clinical guidelines, and GMO directives are translated and disseminated effectively to all facilities.
- Represent the GCMO in internal and external meetings as delegated, maintaining continuity of the medical affairs agenda.
Clinical Operations Management
- Oversee the operational activities of the GMO, including initiative tracking, programme governance, and cross-functional coordination across clinical and non-clinical departments.
- Drive the implementation of Group-level clinical programmes — code blue protocols, clinical pathways, quality indicator frameworks, and accreditation preparedness activities.
- Coordinate with Hospital CMOs to monitor site-level compliance with Group clinical standards and governance requirements, escalating material gaps to the GCMO.
- Support the development and operationalisation of new clinical service lines, CoE programmes, and strategic healthcare initiatives as directed by the GCMO.
- Manage the GMO operations and audit team to ensure rigorous programme oversight and performance data integrity.
Specialty Service Coordination
- Act as the operational link between the GCMO and the Group's clinical service leads (Orthopaedics, Oncology, Radiology, Rehab, O&G, Cardiology, and others).
- Facilitate specialty leads' workplan alignment with the GMO strategic calendar, ensuring milestones are met and interdependencies are managed.
- Coordinate multi-specialty programme activities including joint clinical protocols, shared governance committees, and network-wide quality improvement initiatives.
- Support recruitment, onboarding, and performance management of specialty KOLs and service leads in collaboration with HR and the GCMO.
Stakeholder Management & External Affairs
- Build and manage productive relationships with the Vietnamese Ministry of Health, provincial Departments of Health, accreditation bodies, and professional medical associations.
- Represent HMC in regulatory, policy, and stakeholder forums as directed by the GCMO — including JCI accreditation interactions, MOH inspections, and industry events.
- Coordinate the GMO's engagement with international partners, academic institutions, and advisory entities, ensuring alignment with HMC's strategic objectives.
- Support the GCMO in preparing Board-level medical affairs reports, executive briefings, and strategic presentations.
Governance, Compliance & Reporting
- Maintain a consolidated GMO governance dashboard tracking clinical quality KPIs, compliance status, initiative progress, and risk items across the network.
- Ensure that all GMO-led clinical programmes comply with Vietnamese healthcare law, MOH regulations, and applicable international standards (JCI, ISO, etc.).
- Oversee preparation and submission of statutory regulatory reports, accreditation documentation, and clinical performance submissions.
- Lead risk identification and mitigation planning for medical affairs and clinical operations workstreams, escalating critical risks to the GCMO promptly.
