GIS Leader

A. Job Summary

Citics is looking for a GIS Leader to lead our GIS team in digitizing cadastral data. You will turn raw data (maps, CAD drawings, and other sources) into parcel, road, and water network layers for Citics' cadastral lookup system.

The role combines hands-on GIS work with team management: building automated workflows for digitization and assigning and tracking work for GIS specialists.

B. Key Responsibilities

• Process raw data (cadastral maps, CAD drawings, scanned maps, OSM, etc.) to digitize parcel boundaries, roads, and water networks.

• Build and maintain the GIS data behind Citics' cadastral lookup system.

• Automate the steps of cadastral digitization to save time and reduce manual errors.

• Choose the right data sources and processing methods based on the characteristics of each data type.

• Assign, track, and review the work of GIS specialists to make sure tasks are completed on time and with good quality.

C. Requirements

1. Must-Have

• Good command of ArcGIS (ArcGIS Pro) and QGIS.

• Understanding of how to process raw data (maps, CAD drawings, etc.) to digitize parcel boundaries, roads, and water networks for a cadastral lookup system.

• Experience automating cadastral digitization steps in GIS (e.g. Model Builder, QGIS Model Designer, Python, or FME).

• Good understanding of the characteristics of cadastral data and OpenStreetMap (OSM) data, and how to use each type appropriately.

• Ability to manage and assign work to GIS specialists.

2. Nice to Have

• Experience working with Vietnamese cadastral map data or Vietnamese map applications.

• Experience with PostgreSQL/PostGIS or GeoServer.
