About the Engagement

The Global Health Advocacy Incubator (GHAI) seeks a Policy & Advocacy Consultant to support the advancement of evidence-based Road Safety policy in Viet Nam. Based in Viet Nam, the Consultant will provide technical advisory and analytical services that assist local partners in advancing road safety priorities and strengthening engagement with government and non-government stakeholders.

This is an independent consultancy engagement. The Consultant delivers defined written advisory and technical products and works in an expert advisory and technical capacity. Road safety strategies, campaigns, and policy positions are developed, owned, and advanced by GHAI’s partners and stakeholders; the Consultant’s deliverables inform and strengthen that partner-led work. The Consultant will not represent themselves as an employee, agent, or legal representative of GHAI, will hold no authority to bind GHAI or commit program funds, and will attend stakeholder meetings in their own professional capacity.

In coordination with the Viet Nam Country Director and the Director, Advocacy and Capacity Strengthening, Road Safety, the Consultant will advise partners on country-specific road safety priorities and policy objectives. Depending on program needs, the Consultant’s availability, and the agreed scope, the Consultant may also contribute written technical exchange, peer learning, and advisory support for partners and stakeholders in other countries across the initiative. Areas of focus may include road user behavioral risk factors, vehicle safety, infrastructure, policy implementation, and other evidence-based road safety priorities relevant to the country's context.

Independent Contractor Status

The consultant operates as an independent contractor and retains full control over the scheduling, sequencing, and methods used to complete the deliverables under this agreement, provided all deliverables and timelines specified herein are met. The consultant is free to accept and perform work for other clients during the term of this agreement, provided such engagements do not create a conflict of interest with GHAI’s mission or the consultant’s obligations under this Scope of Work. Any potential conflict of interest must be disclosed to GHAI in advance.

Scope of Services and Deliverables
Strategic Coordination, Stakeholder Engagement and Policy Analysis
- Advise approaches to coordination, information sharing, and collaboration among partners, technical organizations, coalitions, and global program teams to support partner convenings and discussions.
- Analyze political, legislative, regulatory, policy, and stakeholder developments relevant to road safety in Viet Nam, and identify opportunities, challenges, and strategic considerations on an agreed schedule.
- Recommend approaches to stakeholder mapping and coalition-building that strengthen engagement with relevant organizations, institutions, and decision-makers.
- Advise partners on engagement and collaboration approaches with government, civil society, academic, media, and technical stakeholders.
- Provide technical expertise and strategic guidance to inform partners' development and implementation of country road safety policy objectives and strategies.
- Contribute to regional and cross-country coordination, peer learning, and exchange activities, as mutually agreed in writing.
Technical Assistance and Capacity Strengthening
- Advise road safety policy priorities, advocacy, communications, coalition development, and stakeholder engagement, delivering technical guidance and recommendations.
- Support partners in strengthening messaging approaches and identifying communications and collaboration opportunities.
- Advise the design of capacity-strengthening, peer-learning, and technical-exchange activities that build partner knowledge, skills, and capabilities across country contexts.
- Advise and contribute to the development of policy briefs, recommendations, presentations, communications materials, and other resources that support partner engagement and advocacy objectives.
Reporting and Coordination
- Analyze progress on emerging issues and implementation challenges related to agreed priorities and activities and submit updates on an agreed schedule.
- Advise campaign plan approaches and document advocacy milestones, lessons learned, and strategic considerations to inform program decision-making.
- Report in writing on activities and deliverables for the assigned scope of work, consistent with the agreed work plan and deliverable schedule.
- Prepare an annual written report of program performance, including specific deliverables and outcomes, for the Viet Nam Country Director and the Director, Advocacy and Capacity Strengthening, Road Safety, consistent with Viet Nam compliance requirements.
- Relay progress updates, challenges, and emerging opportunities to the Viet Nam Country Director and the Director, Advocacy and Capacity Strengthening, Road Safety, through written summaries.
- Participate in defined coordination meetings with the Viet Nam Country Director and the Director, Advocacy and Capacity Strengthening, Road Safety at a frequency tied to active deliverables.
- Facilitate defined coordination sessions with local, regional, and global partners, and submit a written summary of outcomes and recommended next steps for each session.

Required Qualifications and Experience
- A bachelor's degree is required; a master's degree or an advanced degree in public health, public policy, law, international development, communications, or a related field is preferred.
- Minimum of 10 years of relevant professional experience in public policy, advocacy, public health, governance, communications, international development, or related fields.
- Proven experience supporting multi-stakeholder initiatives, coalition-building, policy engagement, or technical assistance programs.
- Strong understanding of political, legislative, civil society, and media environments, and the ability to identify opportunities and challenges relevant to policy and advocacy objectives.
- Demonstrated ability to engage effectively with government entities, civil society organizations, academia, media, technical groups, and other stakeholders.
- Excellent written and verbal communication skills, with the capacity to articulate complex issues clearly and diplomatically to diverse audiences.
- Strong coordination, facilitation, collaboration, relationship management, and organizational skills.
- Entrepreneurial and solutions-oriented mindset, capable of navigating complexity, adapting to evolving priorities, and supporting constructive problem-solving.
- Proven ability to navigate complex stakeholder environments with sound judgment, diplomacy, and cultural sensitivity.
- Experience designing or facilitating training, coaching, peer learning, or capacity-strengthening initiatives with civil society organizations, coalitions, government stakeholders, or multi-sector partners is preferred.
- Full professional proficiency in English and Vietnamese is required.
- Ability and willingness to travel domestically and internationally, as required.
