OVERALL RESPONSIBILITY:
- Develop, maintain, and ensure full implementation of HSSE MS requirements for all operation in Vietanm including Go Dau Terminal, Long Thanh warehouse, Hai Phong Terminal, future terminal, and interphrase area with customers.
- Implementing Quality Control functions to ensure producing products and handling products meet with standard of quality.
- Provide technical and HSSE support to all functions and customers to be one of our competitive advantages and differentiation from competitors.
- Establish, control, and maintain TSV ‘s Procedures and Instructions.
- Document control and updating.
International standard certificates acquiring including COA, label, and MSDS.
DETAILED RESPONSIBILITIES:
1. HSSE improvement & compliance
- Be a focal point for implementing HSSE programs, standards, processes and procedures for TSV’s Terminals and warehouses.
- Conduct/support risk assessments and compliance audits on customers & distributors
- Monitor, influence and implement relevant government regulations and industry codes/standards
- Prepare and send monthly HSSE report and leakage drum report to management on time and accurately data
- Prepare and implement annual HSSE plan of TSV
- Conduct annual Risk Management Appraisal of hauliers, preprare and follow up remedial action plans
- Regular auditing, do assessment and supervision Go Dau terminal, Long Thanh wareohouse, Hai Phong Terminal and future Terminal: building , assets, vehicles, equipment and operations fully meet Group safety standards and that procedures are continuously followed, improved and monitored
- Provide advice and on-site product safety and handling training to all TSV customers and operators
- HSE/Quality incidents are fully reported, registered and actions followed up
- Representative for all audits from out site ( process, safety, fire fighting, environment)
- Get the training from internal or external
- Exercise Fire Fighting and First Aid. Carry out function of team leader in emergency situations, work permit issue
- Monitor and revise Document process ( procedure, work instruction, form,..)
- Assist line manager in identifying staff’s HSSE competence gaps and provide appropriate trainings
- Network effectively with Risk Management team of Thai Oil and PTT group in order to improve HSSE
2. Quality Assurance
- Enhance effective liaison and report with laboratory on quality control of bulk imported, locally blended products, 3rd party products and products from PTT group
- Complaint handling - Root cause analysis and respond adequately to customer complaints. To filter structural QA issues and alert & solve these in close cooperation with other departments.
- Ensure product quality meets customer, regulatory requirements by making sure that management systems are in place and adhered to for:
o Sampling and laboratory testing of Chemicals raw materials and finished products
o Interpretation of test data to determine if products meet specification, and certifying products for sale to end customers.
- To corporate with operation staffs to reduce the amount of slopping/flushing as much as possible through appropriate discharge and blending order.
- Together with production for solving dead stock by mixing, reblending new kinds of products that avoid waste and advise operation staffs on recycling and disposal of slops.
- Ensure all measuring equipments and instruments of chemical are periodically calibrated as per schedule.
- Supervise and develop competency of Chemist and Lab Technical
- Control and update all documents at Go Dau Terminal.
- Prepare for inspection from authority such as: Firefighting Department, Chemical Department, Environmental Department, Commercial and Technical Department…..
- Study and implement new regulation from above department.
3. Technical Support
- Defense of existing business, to deliver technical support to selected external customers together with or without Sales executive on products, properties and applications, including reformulation advice.
- Handle customer queries/complaints on matters relating to technical aspects and quality control. Interpretation result of samples from customers and respond with appropriate solutions
- Technical service tools by assist customer to analysis, interpret lab result, identify formulations, predict equivalent grade etc
- Be representative on national technical panel for establish/review/update new standards and keep up to date on latest technical, standard, HSE development.
- Ensure staff has adequate knowledge to respond customers.
4. Develop and maintain ISO system (9001 and 14000):
- Assist other departments to prepare yearly Quality Objective and yearly Risk Assessment.
- Orgainze internal training such as ISO 9001 awareness, ISO internal audit.
- Organize yearly internal audit.
- Organize yearly management review.
- Prepare documents as well as man power for yearly assessment from 3rd party.
Tổng quan vị trí/ Position dimensions:
- Ensure safety operation with health and environment concern of all activities at 3 tank terminals and 1 warehouse with throughput volume over 150 KTA
- Ensure safety mooring with health and environment concern over 50 vessels per year
- Ensure safety receiving and handling with health and environment concern for Solvents & Chemicals over 60 products and over 150 SKUs
- Ensure safety dispatching to over 300 customers with above 20,000 transctions per year.
- Manage 1 direct staff and 2 contractors under operation in south Vietnam.
Yêu cầu/ Requirements:
- The Job requires a technical background, preferably chemical acquired either through formal education and/or experiences
- Demonstrate strong technical analysis, interpretation skill, problem solving skill and knowledge of marketing
- Demonstrate clear commitment to factors affecting HSSE
- Self starter, independent, demonstrating initiative
- Proactive and decisive problem solver with good root cause analysis skills
- Ability to organize training e.g. emergency drills
- Strong team working, relationship building and listening skills, especially in a “virtual team” environment
- Good level of written and spoken English
- Ability to communicate fluently in Vietnamese.
- Ability to troubleshoot and resolve non-routine problems and issues
- Ability to travel within country and aboard.
