The HR Manager will be responsible for establishing and overseeing the Human Resources functions at a newly set-up factory. This role involves the development, implementation, and management of HR policies, procedures, and programs in line with the company’s goals and local labor laws. The ideal candidate will be an experienced HR professional with a deep understanding of factory operations and employee relations, and will play a key role in building a positive and productive workforce.
Key Responsibilities:
HR Strategy & Planning:
Develop and implement HR policies and procedures to align with factory operations and legal requirements.
Collaborate with senior management to understand workforce needs and build HR strategies to support operational goals.
Assist with the planning and execution of staffing requirements based on factory production and operations.
Recruitment & Staffing:
Manage the recruitment and selection process for factory employees, including job postings, interviewing, and hiring.
Ensure effective onboarding and orientation programs for new hires to facilitate smooth integration into the factory environment.
Build and maintain a strong talent pipeline for factory positions.
Employee Relations & Communication:
Act as a liaison between management and employees to foster a positive, inclusive, and productive work environment.
Resolve employee grievances and conflict situations in a timely and effective manner.
Ensure that all employees are aware of and understand the factory’s policies, rules, and expectations.
Training & Development:
Identify training needs within the factory and implement programs to improve employee skills and knowledge.
Facilitate mandatory training programs such as health and safety, compliance, and job-specific skills.
Create employee development programs to foster career growth and succession planning.
Compensation & Benefits:
Administer employee compensation, benefits programs, and payroll processes in accordance with factory policies and legal standards.
Review and recommend improvements to employee compensation packages to ensure competitiveness and employee satisfaction.
Monitor and ensure compliance with statutory benefits such as insurance, retirement plans, and paid leave.
Health, Safety & Compliance:
Oversee health and safety compliance within the factory, ensuring adherence to workplace safety regulations.
Work closely with the safety team to promote a safe working environment and minimize accidents or injuries.
Ensure compliance with labor laws, local regulations, and factory-specific standards.
Performance Management:
Implement and maintain a performance management system to assess employee performance, provide feedback, and promote continuous improvement.
Assist management in setting clear performance expectations and goals for employees.
Coordinate performance appraisals and establish improvement or disciplinary plans when necessary.
HR Administration & Reporting:
Maintain and manage employee records, ensuring confidentiality and compliance with data protection laws.
Prepare regular HR reports for management, including turnover rates, staffing needs, and other key HR metrics.
Oversee HR-related administrative tasks, including attendance tracking, leave management, and HR documentation.
Job Requirement
Qualifications:
Bachelor's degree in Human Resources, Business Administration, or a related field. A Master’s degree is a plus.
Minimum of 5 years of experience in an HR management role, with at least 2 years in a factory or manufacturing environment.
In-depth knowledge of labor laws, HR best practices, and compliance requirements in a manufacturing setting.
Strong organizational, communication, and interpersonal skills.
Experience in handling employee relations, conflict resolution, and performance management.
Ability to work independently and handle multiple priorities in a fast-paced environment.
Proficiency in MS Office and HR software/tools.
Chinese speaking is preferred.
Preferred Skills:
HR certifications such as SHRM-CP or PHR.
Experience in setting up HR functions in a new facility or start-up environment.
Knowledge of workforce management systems, payroll, and benefits administration.
Working Conditions:
Full-time position with working hours based on factory operational requirements.
Occasional overtime or weekend work may be required to meet factory deadlines or staffing needs.
On-site presence required at the factory location.
